Yes, The Piccolo (and all other display cards) has draggable windows
using the workbench emulation. The Piccolo also has a secondary windowing
system called EGS that supports 24bit screen depths.
I'm going to assume that you really meant draggable _screens_, in which
case the answer is no. EGS supports oversized scrollable screens, but not
screens you can drag down to show a screen that is below. Unlike the
Amiga's graphics chips, standard VGA chips cannot realisticly support
draggable screens.
