I've written PICT bitmap decoders for non-Mac platforms. PackBits uses a form
of run-length encoding that's used in MacPaint pictures, for example… and you
should be able to find code for that in many places on CompuServe's libraries.
In short, if bytecode's high bit is set, then repeat the next byte
(256-bytecode)'s times.
What sort of translator are you writing?
I have C++ classes defined to display PCX and BMP files. I checked under the
Graphics forum and IBM file find for PICT and couldn't find any routines. If
you have any other information where these might be that would be of great
help.

There are some libraries available for providing APIs for graphics
manipulation. These may be of help to you. There is at least one that I can
think of advertised in the magazine, but I can't remember it off the top of my
head. Look through the last couple issues.
