It's not so much a question of blame as it is of the omnipresent American
conundrum of the late twentieth century:
"We WANT this much, but we'll only PAY for this much."
Our problem is that our government does EXACTLY what we tell it to, even
if it is stupid. But it could be worse. Could be raining.
