I have the IPAS and File Toolkits for Release 3. Do Release 4 versions exist
yet? Is there an upgrade path from the Release 3 versions, or will I have to
pay for the new releases in full? Thanks in advance.

The File Toolkit is the same for R3 or R4.
There is an IPAS4 and it's available for free to owners of IPAS3. Please call
1-800-538-6401 and ask for it.
