I am just beginning to experiment with video capture for use in training. I am
interested in finding about the products required to capture full motion video
and audio, then be able to edit these on a PC. After the editing is complete,
I would like to place this back out onto a VHS Tape. My hardware is 486 DX 66,
16MB RAM, with about 540MB drive space, and am using a screen resolution of
800*600 (svga). I am not sure what the best video capture boards are,
and would appreciate any assistance that could be rendered.

A very informative article on Windows based Video Capture Cards was printed in
the November issue of New Media Magazine. If you can still find a copy I think
that It would help a lot.
One capture card that I am familiar with is the Fast Movie Machine which will
allow you to capture video at up to 30 frames per second at about 320×200
resolution, edit the video using Adobe's Premiere software, and then output the
edited result back to video tape. The board with the optional M-JPEG add-on
retails for about $1,000.
A step up from there would be something like the DPS Personal Animation
Recorder which can do 60 fields per second at resolutions up to 750×480 or so.
I have heard of a software package called Razor, never seen it, that I believe
handles the actual editing functions and I believe that there will be upgrades
to the PAR that allow it to work with more generic Windows based applications
like Premiere.
There are a number of other alternatives and hopefully other users will speak
up with their preferences and experiences.
