About two versions ago the Pause character slider disappeared from the
'HELP' gadget. As far as I can tell it now only comes up AFTER you have
started an ASend. This means that the first few characters you send go out to
fast in some cases.
Is there a way to preset this…I can't find it anywhere? Also… is there
a way to make this value PERMANENT?

You are correct… the window (with the 'pause-delay" gadgets) now
appears only after the ASEND has started. You make a few valid points
regarding this, I'll look into it further (there is currently no way to save
these settings).
