Does anybody know a way, using WShell or other ADOS 2.04 command, to check
what window the mouse cursor is in, … i.e. which window is ACTIVE?. Is
there a way to force a given window to be the ACTIVE window?

Do you want the window under the mouse pointer to become the active window?
If so, see page 5-30 of your 2.04 WB manual (AutoPoint).
Another option would be to use Switcher (available in one of the Amiga
libraries around here). It can come up with a list of windows (or screens)
when you hold down both mouse buttons, and you could then select which
window or screen you want to be the active one.
