The source code for the WAIS system was available via Internet FTP last
year.
The names i have for this are:

Jonathan Goldman (jonathan@think.com)
Their Wide Area Information System is intended to be an Internet wide
information retrieval protocol/system.

I have used the WAIS stuff some and even ported parts of it to the PC for
local rather than Internet use. The free version, referred to as the
serial search engine (as opposed to the parallel version for connection
machines) has a great interface on Macs, Nexts, and X-Windows systems. It
also includes a "toolkit" to build custom interfaces. Best feature is that
it is free and includes source code. In principle it could be
redistributed via compuserve if enough folks are genuinely interested.

I'd love to get an update to my version. When I transfered that tar file
from UNIX->MAC->PC something got lost and I cant untar! I can read the file
in Brief but dont want to tackle manually unpacking it (grimace)
There is also a project at USC (Peter Danzig, danzig@warthog.usc.edu)
that was written up in the latest SIGIR proceedings. It is addressing
distributed IR across the internet. I did some grad work for it last
summer.
