Propellor blurring

I'm trying to get the blurring down for a propellor on a plane cranking over,
idling as seen during a taxi to the runway, and then revving to maximum speed
for take-off. I've got the cranking over, and idling looking pretty good, but
the transition from idling to maximum looks funky. I'd like the transition to
occur over 100 frames so it looks like the pilot is slowly increasing the
throttle. Using the stock motion blur functions of 3DS, I can't seem to do
this over the entirety of the animation. At certain frames I have to reset the
motion blur settings, but the transition still looks very jerky.
Is there an IPAS routine, like TEMPO, that will allow different motion blur
settings to be applied to an object over the course of an entire animation?
By the way, TEMPO is great for the actual take-off run. The plane buffets
around just like I'd expect.

Create an animation of the section where you want to change from no
motion blur to full motion blur with MOTION BLUR off. Then create the
same section with MOTION BLUR on. Then using Video Post you could put
both the non-blurred and blurred animations in the queue then do a
fade between the two. This would give you a progressive "non-blurred"
to "blurred" transition.
