Is there a good way to get from live video input through a targa board to
animator FLI or FLC files. In other words, how can I get almost full
motion video into my PC and take advantage of animator for manipulation and
playback.

Best way is to capture frame-by-frame, as in use of a Diaquest (or
similar) animation controller, video capture board (the Targa or Targa+),
and a single-frame controllable Video Tape Recorder.
