I was wondering, if I get the ROM chips for an AMAX plus, is it possible to copy them to disk and use the ROMS from disk? If so, would it be faster and would I have to keep the ROMS in their sockets? What I'm getting at is, isn't it possible for someone to make illegal copies of the ROMS, put them on disk for use, and then sell their ROMS for profit?

There are PD ro Shareware programs available that will make a disk based copy of the MAC rom image, and allow you to boot AMAX from that file, but I believe that the program also checks to see if the roms are present in the AMAX cartridge, so you would still need to have them installed.
