#Fill to Edge/Cracks

Load it as a backdrop, add an axis, then use add lines to trace out the shape.
You can try "convert image," which will sometimes, but not always work.
Sometimes you can get a useful outline by using convert image and then choosing
"no" when the requester asks if you want to add faces. Adding faces has almost
always been a disaster for me, even when using fairly simple black and white
images.
I had trouble with fill to edge at first, too. I got some good advice about it,
here, I think, and on IML. Though it was originally meant to help join
different objects, it also makes short work of filling any irregular outline
with faces. Just make sure that a) the set of edges you choose under "set
edge" and "fill edge" are pretty much concave in shape (that is to say lines
connecting the chosen points won't go outside the curve described by the
edges), and b) make sure to pick one set of edges, hit "set edge," then
deselect those edges, choose the second set, hit "fill edge." You should be
there.
One reason I'm going on and on about this, is that this feature (and smooth
line, and the better fracture routine it allows) were the main reasons I
upgraded to 3.2, and they've definitely been worth it all by themselves.
