I'm sorry, but I have absoluetly no idea what that is. What is uuencoding, and
how do I uunencode it?

Uuencoding is the process how Internet programs are transfered. It's unique
to ASCII based systems. Has something to do with the inability of the Internet
to transfer binary code (at least I think that's the reason). To uudecode a
file off the Internet you will of course need a uudecoder. There are a number
in the AmigaUser Forum Lib 14:Archivers/Crunchers:
UUCODE.LHA UUXT.LHA are two.

BTW, if it is an UUencoded file, you will be able to find somewhere in the
beggining the line
begin644 file.name
and the rest of the lines are ALL CAPS beggining with M.
Or something near.
Try to UUdecode it with one of the utilities in the libraries.
