MPEG is a different kind of Codec (compression/decompression) algorythm. It is
best known as the codec that can get the best picture quality at the lowest
data rates. BUT, it is hardware intensive. It requires several thousand
dollars worth of hardware to compress, which you are probably not interested
in. And, it requires the playback system to have an "MPEG Playback Card"
installed in it. That's what you're hearing about MPEG cards.
Video-CD is an MPEG format.
Video capture cards SHOULD do capture, compression and decompression.
