Well, it is possible for a program (PageSetter in this case) to actually
change Preferences settings, thus negating any changes you have made. Its
possible, but bad programming (there are other more accepted ways of
acheiving the same result).
If PageSetter is actually doing this then there would appear to be no way to
override it. (I'm not that familiar with PageSetter so I can't say if there
is another way around this problem).
