I'm having a very difficult time DL'ing any files due to, I assume,
noise. I have tried stepping down to 1200 baud but even then, I get so
many errors that some get by error checking. I have tried a good number of
times to DL a file, PDC_BIN.ZOO from a local BBS. So far I have been
unable to do so successfully. There is always some corruption of the
archive and it won't extract completely. The situation is complicated by
the fact that I am subject to an independant phone company (Yukon-Waltz in
Western Pennsylvannia). When I have tried to discuss the problem with
them, not only were they rude, but they also seemed to be pretty ignorant
of data tele-transmission anyway. Am I liable for line time that wasn't
even marginally successfull? Is there any practical recourse or should I
just sell my modem and forget about the whole thing?

Unfortunately, I'd say the only thing you can do is ask for a cleaner line.
If you're still having problems with the people you get on the phone,
starting talking to their supervisors.

First, what protocol are you using?
Second, is it possible that the file really is bad?
I've never heard of line noise getting through a file transfer protocol
(aside from the type of noise that completely disconnects you, of course.)
