This seems strange to me . . .
I rendered a single frame and found the following:
Phong/High 144 secs
Phong/Med 123 secs
Phong/Low 106 secs
So far, so good but . . .
Gouraud/High 149 secs
Gouraud/Med 127 secs
Gouraud/Low 150 secs
Compare the Phongs with the Gourauds and you will see that the Gouraud
frames took longer to render than the Phong frames.
Isn't this against the rules ?

I'm not an expert, but my guess is that 'it depends upon the geometry that
is being shaded' and 'the location and number of light sources', and
finally 'the materials and maps that are involved'.

Pretty bizarre number for your Gouraud/Low timing, Alex. I can't see how
that could happen, unless you changed your Anti-aliasing Threshold for the
High and Med tests. I just did my own test here, and this is the result:
Gouraud/High 58 secs
Gouraud/Med 35 secs
Gouraud/Low 25 secs
If you re-test your scene and get the same results, you can send me your file and I'll let you know what you're doing.
