#FLC format

My company have just started development of a new game, and we've a few
questions regarding the format and usage of FLC files…
Does the FLC file contain details of each full frame, or does it just keep
track of the changes frame by frame? (I have a feeling that it holds full frame
details)
Are there any utilities available for changing the FLC to a series of bitmaps?
Is there anywhere that we can get hold of the technical specifications for FLC
files, such as palette and layout specs?
What we hope to do is to go through each frame of the FLC, and log the frame
changes to another file. Within our game, we then have complete control over
the palette, and can produce fast animations by only updating the pixels that
have changed on the screen.

No. It maintains the full frame information for the first frame only, and
maintains DELTA information (pixels that change) for all subsequent frames.

Several. Check out the files here and in the Graphics Support Forums. My
personal favorites are Graphic Workshop for Windows, and Daves Targa Animator.
