Is there a POCO utility out there that will find the least used colors (and
then sort the palette in that order)? Windows likes the data that way, and I
can think of other uses.

not to my knowledge, although it sounds simple enough to program. unused colors
can be found under Palette/Cluster, but i don't know if the palette can be
organized according to color census using existing functions. if you don't hear
anything back on this soon, let me know, perhaps we can whip up a quick POCO to
do this.
