I wonder if when 2.0 is released in ROM and therefore 'finalized" will we
be able to remove 1.3 from the hard drive and free up that 3 M of memory.
(assuming we don't care about programs that 'need' 1.3 to run)

You can do that now. My dealer has a 3000 with the hard drive formatted as
one huge 2.0 partition. He did it because there wasn't enough room in his
System drawer for all the stuff he wanted in there.
