I tried to register HamLabPlus about 5 months ago but my cash was returned
as sender not found by the U.S. Postal Office.
I sent the cash to the 163 Powers Lane, Rochester, NY 14624 USA address in
the HamLab docs.
I'd suggest trying to contact Ed by e-mail first, but I don't know his
address.
