On the first page of the July 1993 Developer Network News is an article about
the rebase.exe and bind.exe tools. I could not find them on the July Beta of
the SDK. Are they available yet? If so, where can I get them.

The final release of the Win32 SDK is shipping, so you should receive it
soon. These executables are installed into the \mstools\bin directory by
default.
