Watcom C++ v.10?

Hi, I've seen Watcom's C++ version 10 in the stores and would like to know if this compiler is OK for creating IPAS's. What does one need other than 3DSr3 and the Watcom compiler to make and IPAS? Do I need to buy Pharlap too? -Andy
