Okay, Garry, here's what you're looking for:
Autodesk will provide free upgrades to 3DS R4 for those 3DS R3 licenses which
have been purchased as new product (not as upgrades) since the announcement of
R4 at SIGGRAPH (25 July 94). This is in effect until the actual release date
of R4 (end of October).
Educational customers are included in this offer as well as commercial
customers. To get your free upgrades (if the conditions above apply), contact
your Educational Sales Rep or Authorized Multimedia Reseller when R4 becomes
available.

I had already purchased an educational version of R3 before SigGraph. Am I
still able to upgrade to R4?

Yes, but not for free.

The upgrade from relese 3 will be $295. For more details you can download
3DSR4.RLS from the library.
