I don't know if any other (home/personal) computer platform apart from the Amiga actually has this "screen" concept. Windows doesn't use the Amiga's "smart refresh" technique – everything has to be redrawn and as the OS itself has to compete with the applications for CPU time (more often than not not getting any because some app or other doesn't feel like multitasking for a while…) so it can take anything from a second to nearly a minute (depending on what goes on in the machine) for a window to be completely redrawn after a window on top of it was closed.
