#vertex flagbit 70 in DXF

I'm converting DXF geographical map to a more usable inhouse format for us. Those map were build with autocad 12 wich we also have. The map are formed by a set of polylines defining each a county (580 in total) I misunderstand a few thing that I can found in the DXF output. 1 – Several polylines contains redundand point (in sequence) is that normal ? 2 – Normaly a closed polyline is flagged with a group 70 flagbit set to 1 at the beginning of each polyline. In the manual, that flagbit can takes value up to 64 however we found value 128 or 129 wich appear to be group 70 VERTEX flagbit does anyone give me more explanaition on that ? 3 – Do I have to close an open polyline with a suplemental vector or try to find the missing vector set in an adjacent polyline ?
