Escom doesn't support anything for the Amiga as far as I know. At least not
if, by support, you mean that someone will answer your questions or give you a
waranty or anything.
3.1 is as official as it can get. Buy it.

I'm curious if there is a ROM Kernel Reference Manual update (Fourth Edition?)
that covers 3.1? Is there a way to receive 3.1 header files for development
environments (at least the ones that changed)?

RKM's have never been released past 2.x. I belive that SAS C 6.5 and
Commercial Dice have the include files for 3.x. To make use of the new calls,
you also need the autodocs, and I don't know of anywhere that they are
available to people who don't already have them (maybe Hirsch & Wolf still
makes them available).

The includes and autodocs were available on disk before the liquidation. I got
mine from CBMUK, they cost me about 30 uk pounds as I remember. I believe CATS
were supplying them in the us as well. There were tutorials about changes etc
which were additions to the libraries and the devices 2.04 manual. I believe
there was a hardware manual update for the a1200 and a4000, but I am not sure
if that was available to non registered developers. The author of atapi says he
has the a4000 manual.
