I was told that there is a colour calibration software for almost every VGA
card. I need it for a TARGA VGA card. Any idea where I find it?

I do not know of any software only solutions that will color calibrate your
software/harware (unlesss you are talking about Gamma correction, which is a
little different.)
There are some hardware solutions for color calibration, which any good
electronic pre-press source catalog would have. One catalog that I have on my
desk is PrePress direct, at 800-631-8134.
