Bill, The software you mention was manufactured by New Image Industries (a public corporation on ye old stock exchange) and is located in Woodland Hills, California. The package is similar in some respects to Truevision's TIPS paint package, as it has some paint features. It also uses licensed code from AT&T Graphics Software Labs RIO library for certain object-oriented manipulation. Thus it combines certain features of both raster paint & object layout to accomplish specific tasks, although it can be used for more general purposes. The Targa 16 board is certainly capable of far more than you're currently playing with. I'd suggest you contact your local Truevision dealer for suggestions. As for any other specific Targa info, I (and many other Targa users and dealers) hang out here, although you might also find representation in the COMART forum.
