I run a Wildcat bulletin board on a DOS computer. Can files for the Amiga
be downloaded to a DOS machine, and then downloaded from there by an Amiga,
and used? I have several users who access with Amigas, and am interested
in opening an Amiga-specific file area.

The Amiga (or any other computer) does not care what kind of system the
software is stored on, so long as it is readable once it arrives on the
machine to which it is downloaded. So – yes, you can download files from
CIS to your DOS machine and your Amiga users can download those files to
their Amigas and use them with no problems.
