Howdy,
I just put a new IDE hard drive in my 4000 '030 and need to format it. I'm
in process moving to Korea so none of my disk programs are available. Is
there something here on CIS that could do the job? Seems HD Toolbox won't
recognize it.

If HDToolbox won't recongnize it, then it is probably not connected or not
jumpered properly. Though it could be broken or incompatible with the
Amiga.
