in 3D, you need to use two operations in two views. The ortho views XY&Z are
best. If you are working with a non-axial user view, each snap may move the
previous point off the vertex.>
This is the first place I looked for a solution, but it says:
" Vertex snap works only on the 2d plane displayed in the active viewport…to
snap two vertices in 3d space, either perform the action twice, using two
orthographic viewports, or use vertex snap in the ususer viewport"
which indicates to me that 3d snaps are available in the user viewport. I use
the user viewport almost exclusively for all work requiring vertex snap or
welding operations and had have found that almost without exception the 3d snap
works fine. I have had problems on two occasions however, when the vertices
only moved in one plane.

be the user view or any orthographic view, but vertex snap will still only move
vertices in the XY plane of the current viewport. It may have worked for you
at times when your vertices were already coplanar in the curren view or they
ended up closer than the weld distance.

before seeing your message, I had been using the user view as a 3d vertex snap,
after seeing your message, I checked very carefully as I worked and it still
seems like a legitimate 3d snap. I would be curious to know the results if you
tried testing this out yourself.

Your right. The User view _does_ snap in 3D. the ortho views are 2D only.

This being the case, I guess that the reason I was occasionally getting a mere
2d snap in the user viewport is that I wasn't actually close enough for the
vertex to activate the snap, but was close enough that it seemed to work, so
operator error.
