Try calling ASCAP in NYC first (directory assistance will have the number) to
see if they're they can license you the rights–tho they ain't gonna be cheap!
Also, what David Bartz says about getting in touch w/the artist's publisher is
a good idea–tho they'll probably refer you to ASCAP or BMI (the *other*
service like ASCAP).
