I am looking for a program or programs to generate a Gerber Photo plot file
and a tape drill master from an AutoCAD release 11 file.
An AutoLisp add-in or 3rd party application or whatever would be fine. Any
help?

applications and products relating to Electronic Design and Engineering.
Most of these companies have dealers, just like Autodesk. When you call
them, politely ask for some literature and a referral to one of their
dealers. I can't recommend any one of them, so I'm giving you all that I
know of.
This list is from the AutoCAD Applications Catalog, also known as the
AutoCAD Source Book. Any AutoCAD dealer should have this same information
in the new AutoCAD Resource Guide.
