Rob, ProPage 2.0, 2.1 and 3.0 support the F-S dithering option when doing
dot matrix printing. I don't think you really want to use it – the
results are weird at 300 dpi to a laser printer.
You are using 1.3 or higher Kickstart/WorkBench, right? I don't think the
F-S dithering existed in the printer.device before 1.3 WB.

I am using AmigaDOS 2.04. (After upgrading from 1.3, I wouldn't be without
it!
You're right that the results of F-S dithering are a little different on
the 300 dpi DeskJet, but the contrast is so much better than either ordered
or halfbright – I find that I get better photocopies of my newsletter
(using F-S).
