If traditional animation techniques are used to create cel animation on paper,
then individual pages (where each page is a sequential frame) are scanned in,
can they be imported in to animator pro for display as an .FLC or .FLI?
And are there any caveats?

Yes they can be scanned in, and yes, there is one really big caveat. You need
to set up some type of registration system on the scanner so the images do not
shift or slide at all. In traditional animation, the camera has a stand
underneath which has a peg system, and holes are punched in cel as well. when
the paper/cel is laid over the pegs, it lines up exaclty the same way for each
sheet. You need something similar to line up the paper on your scanner.
Also, when scanning the files, make sure to give them sequentially numbered
names. that way you can automatically import them into AAPRO.
