According to DEC, their new NT-compliant DECchip 21164 is the 1st [listen up, Intel] chip to exceed 1 billion instructions per second. Estimated performance of the 300mhz flavor – 330 SPECint92s and 500 SPECfp92s — about 3x integer / 6x floating-point performance of the 100mhz Pentium. Other comparisons – 2x int/3x f-p of Mips 200mhz r4400 and 100mhz PowerPC 604 chips.
