I have a rendered a series of targa's and then edited them in Photoshop.
If I create an .ifl of these tga's and "re-render" them in VP with fields on,
will it create the fields or does the 3d scene need to be rendered?

You need to rerender to fields. Once you have a series of Targas, you need to
remember that these are now 2D images with no 3D information, therefore, you
cannot add fields to them.

If I were to change from fields to frames in the middle of an animation, would
it be very noticeable?

Depends on the animation, and how fast things are moving, and which direction.
Something moving directly towards or away from the camera slowly will be
difficult to tell. Something moving across the screen will be much more
noticable.
