I agree with your points–the OS is probably the best place to add the
licensing fee.
I _definately_ agree that the low-end products should be produced. I just
do not want CEI's focus to be 'low-end'. I think you know what I mean.

The best thing about having the licensing fee in the OS is that you get to
collect it again from everyone with each upgrade. This is self-perpetuating,
because then you put more work into making new upgrades (seeing it as a revenue
source).
The other reason for low end products is schools. At least in Australia
schools are scratching to get any sort of computer access.
I don't necessarily see this as a disadvantage. Why not make it all
modular. Something like the CD32 – you can plug it straight into your TV.
You want a high end graphics workshop? Buy units A,B,C,D … at the same
time and you got it. With a plug and play system you can change it to
siut wherever you're heading.
