Alpha channel manipulations are not *fully* supported as you might think. You
are allowed to choose the source of the alpha channel to be used in the output.
There are 3 choices: NONE (black), SOURCE (existing, from the Source image), &
BRUSHING. The latter uses the alpha from the brushstrokes (placed in the output
alpha channel), as specified from the OPACITY dialog panel. From there, you can
invert the alpha channel if desired. That's about it, I believe.

If I can end up with the black areas of the resulting Penello layer transparent
( my understanding of your explaination of NONE ) then I
can do what I want. Thanks form the info.
