What's the best CD ROM Drive to purchase for the Amiga?

Whew! Loaded question<g>. I guess it depends on what you want it to do
and how much $$$ you are willing to spend.
The best I would think would be the Toshiba 3401B with a transfer rate
of 300K/sec and a access speed of 200ms. It is XA-compliant which means
it is able to read Photo CD's (ie Kodak Photo CD's) as well as deliver
audio and data in accordance with the standard. This unit will set you
back $695 US for an external model (Do not know if this price includes
thebox or not.)
There are many others just as good; the Sony CDU-561 (txfer 300K/sec
access 280ms XA-compliant) at $648 US a pop, or the Pioneer DRM-604x
(txfer 600K/sec access 350ms XA-compliant) at a whopping $1845 US.
I personally run with a Chinon CD-535 (txfer 300K/sec access 280ms
XA-ready) at $645 US. The only difference mine has to the ones above is
that it is not able to deliver audio and data from Photo CD's in
accordance to the standard (but it can READ Photo CD's. I use a program
in AsimCDFS 2.0 which converts the Photo CD picture to IFF and away I
go.)
All the prices above were list prices. (ex. I got my Chinon 535 from
Creative Computers in California for $535 US – it was an internal drive
tho.) Hope this helps a little. If not it at least gave you an idea of
the different types of units.
BTW, forgot to mention that each of these units are SCSI devices and
would need a SCSI controller to hook up and be used.
