No, hold it, that doesn't make sense, it just moves the "problem" to the TBC.
Either:
A. My TBC has a perfectly good encoder/decoder or
B. My TBC has a crummy encoder/decoder.
If (A) is true, how can the Y/C Plus or DPS PCA help, unless they have an even
better encoder/decoder? Only if (B) is true can the add-on products help. It
seems like the add-ons are only useful to bypass poor encoder/decoder hardware
in existing systems. But how do I know if I my VTR/TBC have poor hardware?
This is confusing…

Whoa, The Y/C Plus or Y/C ++ or DPS PCA don't move the problem
anywhere. They simply minimize the amount of encoding/Decoding taking
place. If your TBC has S-Video In AND out there is NO Composite
sludge happening there. If your TBC has S-Video In but not out…yes
it's true that you don't really need a S-Vid board for toaster
input. Also if your VTR has an exceptional Composite to S-Vid
conversion (I hear some users can't tell the difference with their
Panasonic 7750's) You may not need it…PERIOD. If however, you have
a VTR like the AG-1970, which I have, you will see an improvement
over the VTR's internal conversion.
Again, these aren't Miracle Machines…They aren't vital for every
application. If your Source Deck, TBC or VTR are top-notch, you may
not need one, but even then, One of the Toaster users here notices a
definate improvement with his JVC BRS-822, which is definately a top
of the line S-VHS deck? So… Go figure.
