I think you've got apples and oranges there<g>. My guess is that the toaster
white chip spec is actually for a 75% gray chip, and that the Pinnacle spec is
for a 100% white chip. In fact I'm sure of it…
Down at the bottom of your chart for the toaster is the 100% white chip. Looks
like the toaster spec is for SMPTE bars (or a close variation), and the
Pinnacle spec is for 100.75 bars.

That is exactly it, re: the 100/75 bars versus the SMPTE bars. I wonder though
why the rgb values are different even on something like "red". Secondly on the
SMPTE bar test, those three thin _bars down at the bottom right of the screen,
can you think of why only one of the three has a value other than r0g0b0?

No <g>. You have to bear in mind that SMPTE bars are used for other purposes
besides what we use them for – transmitter setup and so on. I only use the
gray chip, color chips, 100% white and black, but the broadcast engineers use
the others for some bit of magic.
