My guess is letters will be most effective if they're sent a couple weeks
after V1.4 ships. Everybody's too busy to spend much time considering
blue-sky stuff … so your letter now would likely get a quick reading if
any. After V1.4 ships, CATS will have much more time to spend listening to
most everything.
