Don Stoner is an Amateur radio operator. I beleive his proposal would allow unlicensed operation of a low power UHF radio station for digital communications. Something we 'HAMS' have been doing for years. Our 'packet' radio links allow us to transmit digital data across the country and have the data routed automatically to a desired destination.
