Ah, you hadn't heard about this either, I see. The Republicans DID agree to formalize the "trust fund", in special legislation immediately after the passage of the Amendment. The objecting Democrats hemmed and hawed, and then said "Well, what about if we had a recession?" You see, it was all a lie, a made-up excuse. They had no intention of voting for a balanced budget under any circumstances. But I never said that ALL Democrats were dirty liars and hypocrites, or that they ALL thought we could go on spending hundreds of billions more than we have each year. Since thirteen Senate Democrats voted for the Amendment, that's obviously not true. But enough of them are, just barely. For now. -Karl
