Two things you could try, Donald.
1). You could try assigning more bone(s) to the area(s) that are being
"wrongly" influenced by the bone you are trying to animate. Adding more/larger
bones to an area can often "lock out" the area from the influence of other
bones.
2). One way to guarantee a bones' local influence is to widely seperate the
pieces of mesh (jaw and head in this case) in the editor _before_ assigning the
bones to it. This should help to isolate the bones' influence to the intended
areas.
