Actually, it doesn't have anything to do with the data or resource forks, it has to do with the "type" and "creator" of the file on the Mac side. Along with the two forks, there is a bit of info that stores which program supposedly created the data, and which data format is stored there. These bits of info are what cause the proper icon to show up for that file. (I bet your image files show up with the generic document icon, not the nice PhotoShop icon, for example.) So go download ResEdit for your Mac. You'll only use its extended "get info" menu item. It will show you the type and creator of any existing file on your hard disk, and it will let you change the type and creator on any file to that applications will recognize these files properly. Once you've changed the type and creator the hard way, go get "FixCreator Pro", a utility that makes it easy to reset them with drag-and-drop.
