I think that you should to be extremely carefull. In my opinion, the programmer
should show some work before he want check or compiler.

good programmer (and especially the programmer from east europe) want to make
money by writing code. So there is no profit for him, if he will not cooperate
with you. As far as I know, 99% of peoples around computers here in Czech are
normal, fair peoples.
