Rob,
The JPEG format that 3DS renders to is a single frame. Not a motion JPEG. The
concept of frames per second does not apply.
In order to get your 25 frames per second, you should render 25 TGA files for
each second and then import those TGA files directly into an MPEG format. There
are several TGA to MPEG converters available in the public domain, and one
probably came with your FAST board. The 25 fps vs. 30 fps. is a setting on the
converter that you use when performing the import.
